Unable to assign tasks to users

  Whenever I am trying to add a task to a contact, no users comes up under “Select User”.
  I’ve checked user accounts and have assigned a CRM Agent, or Staff, but still it does not come up and then it does not allow me to create the task.
  Is there something I’m not doing right?
